He is also a member of the 7 Soldiers of Victory. He has no powers but is a strong fighter and uses a gas gun. (Wait a minute, newspaper reporter, guy in coat with mask, side-kick Chinese valet, yes, they were a direct copy of the Green Hornet and Kato!)
