Tony Trent, a radio announcer, is disgusted by the constant news of crime that he has to announce. So he decides to fight it himself. He makes a mask that is horrifying, and uses it to terrify criminals--their fear gives him a momentary advantage over them, and he uses it. He has no powers, but he does have that nasty-looking face.

As well as utilising a winged suit that allowed him to fly, the Falcon was a skilled fighter and master of disguise. The Falcon was a "Robin Hood of Crime", always one step ahead of ace detective Inspector Stanley. As the tag line went "Police can't catch him! All crooks fear him!". When crime lost it's appeal, he became a secret agent, and then finally a superhero, costume and all.

Lord Horace Neighbour works as an attach at the British / French Embassy in Washington during the day, but fights crime by night as the caped crusader, Fantax. Fantax has no superhuman powers, and is merely an athlete in peak condition. Lord Neighbour wears a monocle and is suave and refined as Fantax is tough and merciless. The visual look of Fantax was borrowed from National Comics 'Hourman'.

This unnamed hero operated from underneath the 1939 New York World's Fair in an underground lab connected to an underground river. He guarded the Fair and fought those criminals and racketeers who threatened it. He later became known as "Fantoman." He had no powers, although he was very strong and fast and was good at hypnosis. He was also very hard-boiled and quite willing to torture enemies to get what he wants. His activities quickly spread beyond the World's Fair. Little is known of him beyond this and the fact that he did not speak.
