Sergeant Terry Gardner, a Marine who was a private detective before joining the Corps, tangles with some Germans who mean to kill the man Gardner is body guarding. The Germans, though, kill a gypsy. The gypsy's parrot, Polly, helps Gardner to avenge his owner's death. Polly visits Gardner and gives him a card telling him that "At Twilight you will be Master." Thus inspired Terry makes a costume for himself and begins fighting crime. He is helped by Snoopy the Parrot, who he uses to gather information

An unknown youth is caught up in a whirling twister and finds that the experience has left him "a strange being" who is "part of the cyclone itself." Seizing the opportunity to use his strange new powers for the good of mankind, he adopts the identity of the Twister! The Twister can fly, and he packs a punch that can send the bad guys crashing through walls! But his greatest feat is whirling his powerful arms to create a tornado strong enough to carry cars or move them along at super speed. Of course, the Twister uses his powers for other things, but these are his main "tricks of the trade". The Twister works in Manhattan, but he fights crime in Florida and other places. The Twister teams-up with Blue Bolt and Sub-Zero for one adventure each, but The Twister only has seven solo adventures before blowing off into the sunset.
