The Secret Circle are actually American Olympic champions, the Storm brothers, dreaded enemies of the underworld. Heavyweight boxing champ Jim Storm, pole-vaulting Larry Storm and track star Mac Storm. Withholding their true identities from the authorities, the Secret Circle deliver Bad guys to the police in their speedy "Midnight Racer" Car. They have no powers other than their athletic skills.

Roddy Colt is a New York schoolboy who, when crime occurs or danger threatens the USA, puts on "the good old uniform of victory" and becomes The Secret Stamp. He is known and admired, and is a good rabble rouser in the name of patriotism. Colt always pulls a Clark Kent when the Stamp is needed and emerges later to claim that he got lost or some such excuse. The Stamp has no powers but is a good fighter.

When a Revolutionary War cannon was fired off for the first time in 150 years, a ghost was released. Sergeant Spook is an ordinary police scientist who is working on a chemical analysis when he "absentmindedly leans his pipe against a rack containing vials of chemicals." This sets off an explosion which kills him. However, luckily for us all, Sergeant Spook's ghost remains, and he decides to fight crime as a ghost. He can't be heard or seen (except by Jerry) but he can physically affect people and things, as well as walk through walls.

The Seven Soldiers kept the same line up for their entire 14-issue run. There was also a very clear “Eighth Soldier?who functioned along side the other Seven. He was the sidekick of the Crimson Avenger and his name was Wing. The politics of the early Forties made it difficult to feature an Asian in a lead role, so the most basic reason for his exclusion from full membership appears to have been his race. One thing all of these heroes had in common was that not one of them had a super power. The only one who came close was the Shining Knight. His sword could cut through almost anything and his horse was able to fly. The team's name itself was featured on the second cover, but over the years, they were also known as “Law's Legionnaires?
