The original Sparky had no superpowers, but the covers of 'All-New Comics' contradict this, so presumably he gained them around the same time he changed his name from Sparky to Spark in issue #5 of All-New Comics, (or this might even be a different character, see Red Blazer / Captain Red Blazer) As Spark he now is able to fly, and generate heat and control flames.

“Red Morgan, the Sparkler, when dressed in his suit of light resistant material, is able to vanish completely. When he becomes visible, sparks leap about his body for several minutes. This is caused by the light rays, that have been broken, coming together.? We never see the Sparkler when invisible. (thanks to Mark Carlson)

Sparky Watts was an ordinary college student trying to raise funds by selling magazines when he made the fateful choice to try to pitch them to Doc Static, a slightly odd inventor. Static agreed to buy some of Sparky's magazines if Sparky would agree to be a subject of one of Doc's experiments. Doc irradiates Sparky with cosmic rays, and Sparky gets superpowers, which he uses to fight crime, the Axis, and radioactive mutants, among others. Sparky has super-speed, super-strength, and invulnerability.
