Charles McNider, a noted surgeon, is blinded while testifying against a racketeer. One night while writing an owl crashes through his window and McNider rips off his bandages, to discover that he can now see in the dark but not the light, and that like the owl he has greater vision during the night than most people have during the day. He uses his abilities to avenge himself and to fight evil. His partner is Hooty, the owl that broke through his window. He is a member of the Justice Society of America. He has the ability to see at night, and he uses "black-out bombs" that create clouds of thick black smoke through which only he can see.
