A boy who came to meet his father at the factory stands silently, watching in disbelief as his life changes forever. As the Shield pursues the saboteurs, the young boy Dusty follows after him, seeking his own justice for these cruel deeds. The Shield wades into the mass-murderers, while Dusty corrals two would-be escapees and, with the Shield's help, brings them to justice. With the fight over, Dusty wonders what will become of him. Since Dusty is now an orphan, the Shield offers to take the young lad in as his partner in the cause of truth, justice, and freedom. Dusty has no super powers, but his quick wits and athletic training are a fine substitute.
